Some way to transport units (that can take cities) by air or sea from one island to another would be nice for the Kharleans and Sapiens.
This would open the door to more dynamic maps and might even balance some things out a little vs. Titans. For Sapiens it could be the introduction of a new unit, like a naval transport vessel, or allow a single marine unit to be airlifted by the helicoper (then you wouldn't have to make a new unit). For the Kharleans, you could do it by allowing the swarmers to pickup underlings and drop them off.
Then you can have truly randomly generated maps with a land/sea ratio, and black fog of war, where everyone starts with a single city and has to explore and find other cities on islands even.

I agree that this would be nice, but it would be better to make the Khralean transport the Garuda, since it costs more and is generally less used. Basically this should give Garuda and Heli the ability to pick up/drop off one ground light unit. If the air unit gets killed, the ground unit dies (falls to death). After the ground unit is dropped off it should be stunned for one turn like the Titans are stunned for two turns after teleport, this should discourage blitz attacks.
