it spreads to all units next to a plagued unit each new round.
All plagued loose 1 hp each round (but not below 1, so they dont die directly from the plague)

So, if you use the unit it will still decrease by one after battle damage. If you don't use the unit and it heals by one, it is a wash. Correct?

if you use a plagued unit it will loose 1 point til the start of next turn. If you heal for 1 or 2 it will still loose 1 point until next turn.

I think it's lame that it can't kill units. You can't die of the freaking plague?
When Titans build a range weapon that only does 1 damage to bio-units, we make sure it is predictable and lethal if necessary. Perhaps weaponized alien bioengineering lacks the necessary scientific capability and precision...

Agree. Plague should kill. And if not, then UV shouldn't kill.
I'll also add that I think that EMP should stop mechs that are capping a base, but it does not.
And that you should be able to convert infantry while they are capping a base, as any race. Counter-intuitive that you cannot.

May be counter-intuitive, but for gameplay reasons I like captures having that priority, adds urgency and sharpness to the 'checkmate' threats. The game already promotes a lot of defensive options, and so I think elements that increase the power and urgency of cap threats help it move faster.
Your base necessarily includes electromagnetic shielding as part of its design, you have to stop the mechas before they walk inside, plug your systems into the Titan mainframe and download terabytes of robot porn Bender style.

That's fair, capturing bases is hard enough as it is. I like your interpretation.
Adamant that plague should kill though!

It's better that they don't die, they can spread the plague, they can't do much in the first place, just take out the engineers. Not dying of plague actually better

Plus transforming units while they are capturing is to cheap and unfair, making titans lose to easily to sapiens, khraleans to titans, and sapiens to khraleans.

plague: in practice this matters for helis, who refuse medical treatment and continue to bash helpless swarmers and underlings, and deserve to crash and burn when the plague reaches its final stage. they are easily moved away from stuff by the time they are at 1, the question is whether they make it back to an engineer or not. they shouldn't. not really a huge deal for gameplay or balance though.
transforming: it's an understandable concern, but given where race balance is competitively, that might actually be a reason to make the change, not to resist it. We are a long way from titans losing too easily to sapiens (in games where Titans are threatening base captures), or from khraleans losing too easily to titans(!) There's not really a problem with sap losing too easily to khral either. In all those cases, the larger trend is the reverse and so making the capture ability stronger might be tempting, but it's a bit of a niche thing that doesn't substantially affect balance generally, and I'd stick with the logic I expressed earlier about overall gameplay sharpness.
IMO.
cheers

Have you forgotten that if takes 11 or so turns to recharge while plague doesn't have to at all.

i think they're fine as they are.UV is the worst ability as it can only take 1 point from sapiens and khraleans while plague takes 1 point for sapiens each turn and EMP disables units so they can't attack so it wouldn't be fair for UV not to kill with UV.plus plague ruins sapiens anyway and a plague buff would make it worse for them
