Is this person using a fog of war hack? How can he attack a position that he cannot see?

It's arguably a bug but it is not a hack. When you move in range of an enemy unit you can attack it even if it has not yet been revealed. If there is more than 1 unit to attack then each hex with an attackable unit is highlighted in red. The unit is revealed as it is attacked.

Obviously this is all irrelevant if the player has undo as they can scan the field then undo the turn then move and attack the thing they want even if it is in the fog... but there's lots about undo vs fow already.

This (bug?) Introduced in newest version (19.13). I have tested the original poster scenario before i update to the newest version. Creating leviathan, then creating battleship. Moving the battleship to attacking of leviathan, because the fog of war not updated yet, the battleship cannot attack the shrouded leviathan. Updating the game to 19.13. Creating the same scenario, now the battleship can immediately attack shrouded unit after move ( because now FOW updated even before unit turn ended). Is this intentional xavi?

Thank you for reporting the issue. We have made change on how the FOW works. A decision will be taken soon and further explanations regarding this issue will be provided.
