Go to the map editor
Place a plains tile on the center
Place 6 roads around it
- you have a beautiful hexagon
Now place bases round the hexagon.
- once you've placed all 12 the result is unexpected. A hexagon with stubby wings.
Now try replacing all the base tiles with roads
- you get a pretty symmetrical pattern

When the base is to the side of the road then the road connects to it. If it is above then it doesn't. But this means that you get a strange shaped road that can make perfectly symmetrical maps look asymmetric.

It seems the algorithm that decides the shape of a road should treat all bases like roads. I.e. pretend for the sake of drawing that the base is a road, draw it, then put the base image on top.

Note for this base, port and city behave the same. Road and bridge behave the same.
