Using the map voting data

Data has been collected for the race match ups of games for as long as I've played, but only the total votes (up/down) is ever used.

It would be better to use these values more.

E.g. if a map is getting down votes on a certain combination then the rating requirement to play that combination should increase.

So all maps start with default 1000 say i.e. anyone 1000+ can play them. Say people down vote sap vs titan then that combination will get a higher rank, maybe at 20 votes then the map is only be given to players that are 1700+, further down votes means 2000+, till eventually everyone has deemed that svt on the map is broken.
However the map is not unrated. Anyone can still play svk or kvk on that map. No one playing that combo has down voted

A map would then not be unrated until all combinations of race match up had been forced to +2500.
