In chat, a lot of people express issues with cities, in particular when to occupy them. There are only two real rules one should follow:

(1).only occupy cities behind your front line. Occupying a city between you and your enemy is as good as throwing the unit away.

An exception is if you have a badly damaged unit that can withdraw to safety but can reach a city. You opponent will be forced to go after it and, if they don't, free points for you next turn.

(2) use badly damaged units, or support (engineer, infector, assimilator, especially if waiting to regain EMP or UV attacks) units, to occupy cities. Since the unit will be on the city indefinately, it is bad strategy to use a full health unit to do it longer than required.

It's also worth considering how much money the city is worth. If the city is only 25/turn, then it's bad for any unit that might get hurt holding it. If the cities are worth 75/turn, risking an infantry is often worth it, especially if it costs the enemy more than you're losing - if the unit is full health, it will take 2 units to kill it even though it's on a city.

I'm generally for holding cities, but you want to guard them too.

Its also a useful "additional attack". if you know what your opponent will retaliate with after an attack (ie he will kill your marauder and 2 marines), then he may run out of units to kill your city marine with. use it as a form of agression.

forms of aggression:
killing units or saving units
taking terrain or blocking terrain
capturing or threatening a base capture or preventing one
getting a city turn or preventing one
forcing an unfavorable buy (ie map is bad for helicopter, buy many underlings, he will get overwhelmed if he doesnt buy a heli because underlings are so powerful on maps with lots of trees)

you can get creative with it, but a combination of some or all of the above is what makes the optimal attack. (attack meaning anything to gain value)
