Hi, I'm pretty new here. I guess this has been asked before but I couldn't find it. The thing is that I just passed the 1700 rating and I'm wondering if I will be able to participate in the <1700 tournament that I'm registered in.

If you registered before then you're fine. You are only blocked at that time. Also the ratings are pretty vague at that level. +/- 100 so it won't matter.
You should ask people in the in game chats too. This forum is not regularly looked at
