I'd go for randomness, with higher chance when you beat a more expensive unit.
A pinzer once got a grade because he killed a marine... Okay he killed a shit ton of them but he still got one.

I don't think it's random, but I not certain
That's happened to me too.
If we really want to know whether or not it's random we can test it
But I dont think I've ever had a spider not rank up from killing a walker
Or a plasma tank

Well recently my 10 marine on rocks killed a 2 plasma on forest, and it didn't rank up...so I think some of it is random, but I dunno.

I believe it's something to do with the unit killing x times its own cost. An Underling will always get rank 2 veterancy when it kills a walker. It also only effects the unit the finishes the enemy unit... Past that... I'm not sure.

underling kill walker = 2 star veterancy
thats all i know. i think the biggest factor is luck for 1 star veterancy

It's absolutely not based on luck nor randomness. Each unit gains veterancy/experience points when killing an enemy unit, proportionally to the cost of enemy unit and to its unit points before the killing.

Presumably a unit needs to kill a unit to rank up, but does experience accumulate with non-fatal damage? Also, does veterancy provide any bonuses past the extra health point?

The amount of veterancy points gained by a unit seems to be the cost of the killed unit multiplied by the hp % of the killed unit when killed
Examples:
Killing unit a that costs 300 that had 7 hp (70%) gives the killer 300×0.7=210 points
Killing a unit that costs 800 that had 2 hp (20%) gives the killer 800×0.2=160 points
Note that the killed unit hp is as relevant as the unit cost
