The description for the Helicopter states that it can fly over all terrain. This is either incorrect or a bug as it cannot move over the dark blue water tiles.

Good catch!
The descriptions I believe are quite old (7+ years?). Meanwhile the dark blue water tile (ocean tile) is only about 8-9 months old..
So I guess when the new tiles were added, the unit descriptions weren't reviewed.

Just to clarify, flying units cannot enter ocean tiles (Helicopter, Borfly, Swarmer, Garauda), only the naval and amphibious units can. The text needs updating.

Indeed, several of the unit descriptions are out of date. From reading the descriptions, you'll learn that the Swarmer is the least expensive flying unit, and the Battery cannot move and attack in the same turn.
