I have played this excellent game sporadically for a few months and more or less always multiplayer.
But the game is WAY too slow with the players not checking for updates often enough.
(Until the "slugs" have been kicked)
I suggest a rating system where each players "wait time" is measured by the system.
Games could be set with a maximum waiting time limit set.
New players would have an "unknown time" until enough games are played.
I guess You already have this data within the databases and is just waiting to be used.

i don't understand how your maximum waiting time feature is different than the turn time limit.

Yes, the maximum is the same. But for instance I usually make my move within 30 minutes (if not at night) I would perhaps have an average of 30 min.
Players who occasionally are skipped will have an average much closer to the maximum for a game.
The average should be measured by game length. If I play a 3minutes quickround shouldn't affect my more interesting 24h och 12h statistics (no quick fix for prior negliance).
i know there are people who think skipping players in a 24 h game is rude but I'm not one of them (I skip as soon as I can...), but then You could search for players with a high average if that is what You want.

I think its a good idea, if you could choose a maximum turn time + a maximum "wait time" so that slow players cant join every game, because its ok if you need 12 hours for a turn once a time, but if one player needs almost 12 hours for every turn its really annoying
