On what turn can you abandon a rated game without it affecting your ranking?

To clarify, I'm a little drunk and got my games mixed up so I made a tank instead of a helicopter and my opponent refused peace xD. It's only round 3 though so I was wondering if I can just surrender and not lose ranking over it.

Surrendering on round 3 or before = no points loss, the game is unrated
Surrendering AFTER round 3 (i.e. round 4+) = loss/gain of points, the game gets ranked
Playing drunk = not a good idea xD

I have a scenario where I was invited in a game after another game by a person who liked my game, now we finished this game too, and he invited me into the third one, but both previous times he surrendered from the game, leaving me with no points.
We played definitely more than 3 moves into the game every time (10+ per game per player).
How can this be? Should I decline invites or this particular player because of surrender?

Players have the option to make the game unrated, so yes it is normal.

Please tell me one more thing.
Is there any other way of declining the game except joining it and then leaving it? Is there a time limit after the game will disappear form my lists?

I had a team game 3 vs. 3 against 3 opponents all of lesser ranking than me. One of the other team's players surrendered in the second round. So we three teammates agreed to surrender in the third round just to be nice to the other team. Well, our third teammate doesn't do so, and goes into the 4th round! They all play to the death and our team of 1 ends up losing against the other 2. I lost so many points I was pretty mad. haha So make sure in a team game, if one of the others drops out, don't be nice and just surrender unless you are SURE your whole team will do it by round 3. Better yet, simply offer peace to be nice.

this is kinda cheap for the map too close though. its very possible to get killed in round 3 if you never played the map and had no experience whatsoever.
